Train Network Optimisations

This mod improves the performance of train network construction by preventing the connection of tracks that are outside of loaded chunks.

The main upside of this is that it allows for much larger train networks to be built and allows train networks to be created by worldgen without causing massive lag spikes as the game tries to connect tracks that are outside of the loaded area.
