Additional configuration options & improvements for Create & addons

Configuration options

• 🚂🔒 Train disassembly lock - Added the ability to lock train disassembly. If enabled only the train owner, an operator or a group / player with the permission node create_configured.bypass_train_disassembly can disassemble a train.

• 🚂💥 Train collisions - Disable collisions between trains. Massively improves performance on modded servers.

• 🚰 Cache unfillable items - Introduces a cache for items that can't be used in Spout filling recipes. Provides better performance at scale especially if Create is combined with other mods like AE2.

Other Improvements

• 🔧 Logs wrenched tracks with GriefLogger - Will now log when a player sneak clicks track with a wrench. Helps prevent widespread griefing on dedicated servers.
