Walkable Rails

Allows mobs to pathfind over rails, including modded ones like create's.

This reverses Mojang's decision to mark MC-33350 as WAI.

Originally created for DeceasedCraft but I decided to port to modern versions because why not, its a 1-mixin mod so multiplat/version wasn't hard.
