Controlled Insomnia changes the spawning of phantoms to make sure they only spawn when you want them to.
Phantoms now only spawn when the player has the Insomnia effect applied. A Potion of Insomnia can be brewed with an eye blossom or an eye of ender depending on the version of Minecraft.
When a player has the Insomnia effect, they will not be able to sleep in a bed and phantoms will spawn around them following the same vanilla rules. Phantoms spawn in the sky at night every 1-2 minutes around players with Insomnia.
